RULES AND REGULATIONS FOR THE STUDENTS
| Preamble | The college aims to nurture disciplined, responsible, academically committed, and socially sensitive students. Every student admitted to the institution shall abide by the rules and regulations framed by the college authorities from time to time. Every student admitted to the college shall be deemed to have agreed to abide by the rules and regulations of the institution. Ignorance of rules shall not be accepted as an excuse. For smooth and effective function of the Colleges, students shall abide to the following rules and regulations of the college: | |
| I. General Discipline | (a) Students shall maintain discipline, dignity, and decorum within and outside the college campus. (b) Respect towards teachers, non-teaching staff, visitors, and fellow students is mandatory. Students shall behave politely with the Principal staff and the fellow students. (c) Use of abusive language, threats, bullying, intimidation, or disruptive behaviour is strictly prohibited. (d) Students shall behave responsibly during classes, seminars, field visits, educational tours, and college events. (e) Students shall carry out all orders of the Principal and the members of the Staff. They shall be directly answerable to the Principal for their behaviour in general and their conduct in the premises in particular. (f) Students shall ensure that they use classrooms, common rooms, furniture, laboratory, library books and all other college properties with utmost care. (g) The cost of any damage done will be recoverable from students either individually or collectively as the case may be. (h) Students are expected to acquaint themselves with the information displayed on the notice boards from time to time. (i) Change in local or permanent address of a student be immediately intimated to the college office in writing. (j) No money shall be collected for any meeting or gathering without the prior approval of the Principal. (k) Students will not hold any meeting or gathering without the prior approval of the Principal. (l) All students should have functional email ID (mandatorily) (m) Students shall not be involved in any illegal activities outside the college premises. (n) Students who engage in any kind of illegal activities outside campus in college uniform shall be immediately suspended from the college. (o) Loitering unnecessarily in corridors, parking areas, or near classrooms during class hours shall not be permitted. (p ) Students must carry valid College Identity Cards every day and produce them whenever required. (q) Any act that damages the reputation of the college shall invite disciplinary action. | |
| II. Attendance and Academic Regulations | (a) Students must maintain 75% a minimum attendance percentage as prescribed by the Sikkim University. Students failing to meet attendance requirements will be barred from writing the end term examinations, (b) Regular participation in classroom activities, practicals, tutorials, seminars, and assignments is compulsory. (c) Late coming to class without valid reason shall be discouraged. (d) Submission of assignments, projects, and practical records must be done within stipulated deadlines. (e) Any form of malpractice, cheating, plagiarism, or unfair means during the examinations will be debarred from writing the examination. (f) Mobile phones shall remain on silent mode during classes and academic activities. | |
| III. Dress Code and Conduct | (a) Students shall attend the college in neat, decent, and appropriate college uniform. (b) Those students who do not adhere to the prescribed uniform code will be fined a sum of Rs. 300/- (c) Students shall maintain personal hygiene and proper conduct within the campus. | |
| IV . Anti-Ragging Regulations | (a) Ragging in any form is strictly prohibited inside and outside the campus. (b) Any student found involved in ragging activities shall face strict disciplinary action as per Government and University norms. (c) Actions may include suspension, expulsion, FIR registration, cancellation of admission, or other legal proceedings. (d) Senior students are expected to guide and support juniors in a respectful manner. | |
| V. Cleanliness and Campus Maintenance | (a) Students shall maintain cleanliness in classrooms, corridors, washrooms, playgrounds, and all campus premises. (b) Littering, spitting, defacing walls, desks, or college property is prohibited. (c) Damage to college property shall result in recovery of costs along with disciplinary action. (d) Students shall actively participate in cleanliness drives, plantation programmes, gardening and environmental awareness activities. | |
| VI . Library Rules | (a) Absolute silence shall be maintained inside the library. (b) Library books must be returned within the prescribed time. (c) Loss or damage of library materials shall be compensated by the concerned student. (d) Students shall not misuse library computers, internet facilities, or reading resources. | VII. Hostel Rules | (a) Every resident of hostel is expected to act in a manner conducive to a healthy environment in the hostel. (b) All Hostel residents /inmates shall strictly follow the rules and regulations of the hostel provided during the time of their admission to the hostel. | |
| VIII . Use of Digital and Social Media | (a) Students shall use social media responsibly and ethically. (b) Posting misleading, offensive, defamatory, or objectionable content related to the college, staff, or students is prohibited. (c) Recording videos or taking photographs inside classrooms or offices without permission is not allowed. (d) Cyber bullying, fake accounts, or misuse of digital platforms shall invite disciplinary action. | |
| IX . Substance Abuse and Prohibited Activities | (a) Consumption or possession of alcohol, narcotic substances, tobacco products, or any intoxicating material inside the campus is strictly prohibited. (b) Students found under the influence of intoxicants within the campus shall face strict disciplinary action. (c) Gambling, violence, possession of weapons, eve- teasing or unlawful activities are strictly prohibited and punishable under the governing norms (d) Students found smoking, chewing tobacco, gutka, pan masala, will be fined a sum of Rs.500/- | |
| X. Leave Rules | All students of Sikkim Government College Namchi are governed by the following leave rules (a) Students seeking leave must submit a proper leave application through the College Diary addressed to the Principal well in advance, except in unavoidable emergency situations. (b) Every leave application must clearly mention the reason, duration, dates of absence, class/semester, and contact details of the student. (c) Leave on medical grounds shall be supported with valid medical documents such as: Doctor’s prescription, Medical certificate, Hospital discharge summary, if applicable. In case of demise of an immediate family member or dependent, students must submit: A copy of the death certificate, or Certification issued by the concerned Gram Panchayat, Nagar Panchayat, or other competent local authority. (d) Students intending to participate in any academic, cultural, sports, literary, NCC, NSS, seminar, workshop, conference, or other events at the State, National, or International level must inform the Principal in advance and obtain prior permission before proceeding. Such students shall submit the following documents immediately after completion of the event: Participation certificate, Invitation/calling letter, Physical attendance report, Event report, and Any other authentic supporting documents. (e) Leave without supporting documents may not be considered valid and may be treated as unauthorized absence. (f) Students must ensure that academic work, assignments, practical records, and internal assessment requirements are completed on time even after availing leave. (g) Repeated absence without proper permission or submission of false/fabricated documents shall invite disciplinary action as per college rules. (h) Students are advised not to remain absent during internal examinations, practical examinations, seminars, presentations, and other important academic activities unless under genuine and unavoidable circumstances. (i) Grant of leave is purely subject to the approval of the Principal and the college authority reserves the right to accept or reject any leave application depending upon the merit of the case. (j) Parents/guardians may be contacted by the college authority in cases of prolonged or frequent absence of students from classes. | |
| XI . Participation in Co-Curricular Activities | (a) Students are encouraged to participate actively in sports, literary, cultural, NSS, NCC, Red Ribbon Club, Eco Club, and other institutional activities but the participation shall be based on discipline, punctuality, and commitment. (b) Students representing the college in external events shall maintain exemplary conduct and uphold the dignity of the institution. | |
| XII. Grievance and Student Welfare | (a) Students may submit grievances through proper institutional mechanisms. Any issue related to academics, harassment, discrimination, or facilities should be reported respectfully to the concerned committees of the college. (b) Students shall cooperate with the Anti-Ragging Committee, Internal Complaints Committee, Discipline Committee, and other statutory bodies of the College . | |
| XIII. Disciplinary Action | Violation of college rules may result in one or more of the following actions: (a) Warning or counselling (b) Fine or penalty (c) Suspension from classes or activities (d) Debarring from examinations or events (e) Expulsion from the institution (f) Legal action wherever applicable (g) The Central Disciplinary committee of the college shall be responsible to take strict action against the students who is found going against the above mentioned rules and regulations of the college. (h) In special case parents of the offender will be summoned for taking disciplinary action by the members of the discipline committee. (i) Fines for Misconduct of Behavior: (NOTE: Apology letter should be submitted along with the fine prescribed) No apologies shall be accepted after the third time of misconduct or the mistakes. |
